What is load restraint and who is responsible?
Short answer
A heavy-vehicle load must be placed and restrained so the vehicle remains stable and the load is unlikely to fall or move, with responsibility extending to every party whose transport activities influence the loading risk.

Schedule 7 requires the load not to make the vehicle unstable or unsafe, to be secured so it is unlikely to fall or become dislodged, and to use an appropriate restraint method. The performance standards require the restrained load to withstand 0.8g forward, 0.5g rearward, 0.5g sideways and, where friction or limited vertical movement is relied on, 0.2g vertically.
The driver is not the only responsible person. Operators, loaders, loading managers, packers, consignors and others can have duties according to the transport activities they control or influence. The NHVR Load Restraint Guide 2025 explains best-practice systems, but the guide is guidance rather than the law itself.
What this means operationally
Select the vehicle and restraint system for the actual load, verify rated equipment and anchor points, control load distribution and friction assumptions, protect restraints from edges, document specialist calculations where needed, and inspect before departure and after events that may loosen or shift the load. Do not rely on load weight alone to create restraint.

Drivers, operators, loaders, loading managers, packers, consignors, consignees and other Chain of Responsibility parties that influence how a heavy vehicle is selected, loaded, restrained or dispatched.
Example
Steel sections are blocked at the front and restrained with correctly rated chains and tensioners to suitable anchor points. The loader and driver verify the system and recheck it after the load settles, rather than relying on friction or the load’s weight.
Exceptions and traps
The law sets performance outcomes rather than one universal restraint method. A method shown in the guide may need engineering or specialist adaptation for a particular load, and dangerous goods, livestock, containers, machinery or unusual loads may have additional requirements.
What changed
The NHVR rebranded and updated the Load Restraint Guide in 2025, including alignment of its explanation with the current Schedule 7 performance standards. The guide update did not replace the statutory loading requirements.
Previous rule
Earlier editions of the Load Restraint Guide provided the industry guidance. The legal duty has continued to arise from the HVNL and the Mass, Dimension and Loading Regulation, not from the guide alone.
