TMR says NAAS telematics could cost a small operator $47,260 — and says savings can repay it within a year

Queensland heavy-haulage operators considering the National Automated Access System (NAAS) are being told to plan for a significant telematics investment — but the state government says fewer permits, less administration and faster access decisions can recover the cost.

TMR’s published modelling estimates a small operator with two prime movers, two dollies and two trailers could face telematics costs of $47,260. Its larger example, based on 16 Class 1 combinations, totals $378,080.

The numbers are modelling — not supplier quotes

The figures are examples published by the Queensland Department of Transport and Main Roads. They are not supplier quotations and should not be read as independently verified operator costs.

TMR’s example component costs are $6,990 for each prime mover, $4,650 for each dolly and $11,990 for each trailer. Actual costs will depend on equipment, supplier, installation and the operator’s fleet configuration.

TMR says its modelling indicates the small-operator example could achieve a return on investment within one year, while the larger example could recover the investment within three years. Those claims will ultimately need to be tested against real operator costs and savings.

Who will need the equipment?

NAAS itself is free to use, but eligible Class 1 low loaders and load platform combinations operating above 59.5 tonnes will require Telematics Monitoring Application (TMA) as part of Queensland’s transition.

Smart On-Board Mass requirements and timing vary. TMR also notes Smart OBM is not yet available for hydraulic suspension systems.

Low-loader operators can enrol when NAAS goes live and, under TMR’s current transition information, have until 30 June 2028 for fully operational telematics. TMR says operators will receive at least 12 months’ notice before mandatory telematics conditions apply to each NAAS release.

The real test is the operator’s own numbers

The potential productivity benefit is clear: if automated access reduces permit applications, administration and waiting time, operators may save money. But the business case will differ sharply between fleets.

For operators, the important comparison is therefore not simply the headline installation cost. It is the total cost of the required equipment against the value of permits avoided, administrative time saved and any additional network access made available through NAAS.
