What does the NTC do?

Exceptions and traps

An NTC proposal, discussion paper or recommendation is not law by itself. Legal effect depends on ministerial decisions and implementation through legislation, regulations or jurisdictional instruments.

What changed

The current major HVNL update commenced on 1 August 2026 after the national reform process. The NTC continues to develop policy and model-law changes, while jurisdictions and the NHVR implement and administer the law.

Previous rule

The National Transport Commission Act 2003 established the NTC’s statutory framework, and the HVNL commenced nationally in participating jurisdictions on 10 February 2014.
